In religious terms,disbeliever is one who
altogether refuses any one of the following

Unseen (Such as Allah, Angels, Hell, Paradize etc)

commandaments given by Allah, such as to establish
worship, or to spend out of which has been given

Quran

Revealed Books before Quran

Prophethood of Muhammad(pbuh)

Messengers before Prophet Muhammad(pbuh)

The Hereafter

One who does not perform haj, despite having resources

Following are also disbeleivers:

Lo! those who disbelieve in Allah and His messengers,

and seek to make distinction between Allah and His messengers,
1

say: We believe in some and disbelieve in others
1

 and seek to choose a way in between;

Who hoard their wealth
1 

enjoin avarice on others
1

hide that which Allah hath bestowed upon them of His bounty
1

who say: Lo! Allah is the Messiah, son of Mary

Whoso judgeth not by that which Allah hath
revealed: such are disbelievers.

They surely disbelieve who say: Lo! Allah is the third
of three; when there is no God save the One God

A folk before you asked (for such disclosures)
and then disbelieved there in

They will say: We testify against ourselves. And the life
of the world beguiled them. And they testify against
themselves that they were disbelievers.

who inventeth a lie concerning Allah or denieth His tokens
...which ye cried beside Allah?
