The likeness of that which they spend in this 
life of the world is....

those who disbelieve spend their wealth in order that 
they may debar (men) from the way of Allah.

Say: Pay (your contribution), willingly or unwillingly, 
it will not be accepted from you.

Reason for not accepting their spending

... who taketh that which he expendeth (for the cause of Allah ), 
as a loss,...

Spend not on behalf of those (who dwell) with Allah's messenger 
that they may disperse (and go away from you);
