Sanction to flight is granted to Muslims against non-muslims,IF:

Non-Muslims do wrongs/injustices to Muslimson religion basis

is classified as "worse than slaughter"

In such circumstances of this kind of "persecution",EVEN PEOPLE BEFORE MUSLIMS were
granted a right to self-defence.

In a Town/country,where People are opporessors to Muslms who are feeble
including men, women and the children and theese feeble Muslims are crying to their Lord, 
for their freedom from such Oppressors.

Who broke a ratified treaty at every opportunity

Attack First & Start War  Assail Muslim's Religion    Break and dishonour the Pact/Treaty

In the above circumstances,War is in the way of Allah and is ordained for Muslims, though it
is hateful unto them. Self Defence against aggression is a sovereign right for everyone,
why the Muslims should be an exception at all.

If Muslims will not fight in the way of Allah, then they should be 
prepared for this result

If non-Muslims CREATE SUCH CIRCUMSTANCES AND IMPOSE/START A WAR against Muslims, then Muslims
should  make self-defence with all available resources and crush the aggressors, so that peace 
and tranquaility is restored which is the governing law of Almighty God,for a peaceful  
co-existence in a pluralistic soceity.
